What is the best website building software when wanting to primarily make individual pages?

I don't know how to use WordPress for this purpose, so what are some alternative options to building a website for the purpose of individual pages? For example, pages that simply list information, picture, etc, like a profile, not a website that is in a blog-type format. I know you can create pages on WordPress, but I plan on making a lot of pages for individual items, so simple tabs at the top of the page are not practical. I assume there is software or some application that can help with this, know of any?
