What does it take to create an app for iPhone?

Isn't there an app on the ipod/iphone where you can take pictures of stuff on your ipod/iphone?

• like, my friend told me months ago,beore i got my ipod touch ,that she can take pictures of stuff thats on her ipod with the app. like for example, if someone on twitter says a nice tweet you like you want to take a picture of it,so all you hav to do is go on the app and you can take a picture of it and it will go to your album so you can post it on facebook of whatever.i hope im making sense.because i dont know the app name, which is all i need to know.becausei see alot of peole using it.so yea.please help.

  you dont need an app. i have the iphone 4 and if you are trying to say that you want to take a picture of your screen. then you just have to press the lock button and the circle button at the same time and it will take a picture and put it in your photos.
