Blackberry Messenger requires a internet plan, if you're planning to have internet access on your BB then no there is no additional cost but if you're not you may have to pay per data usage. It's measured in Data Packets I suggest the best plan for BBM is Blackberry Unlimited for Personal or You can get a 10 or 15 mb plan but you have to conserve so you don't go over the packet usage hope i helped you today :)
