    Here's a tricky question back at you. Was the phone connected to internet before? If so you are going to need to get the previous owner to call up and get their old account deleted. Now it can be done without this step but its a lot easier if you can have the old account deleted. Then simply call your service provider and have the Data package included on your plan. Good Luck!
