There is actually NO difference since PDAs had been around since the 80's It is named Personal Digital Assistant (PDA) WHICH today, you can have all the functions of a PDA in a smartphone and even in regular phones as Notes, Calculator, Address book, etc. NOTE that could be PDAs that are not phones.

Windows Mobile Smartphones do not have touch screens (typically). Windows Mobile PDA devices usually do.
