Is the PSP's web browser faster than the DS's?

• I'm trying to find a way to make a simple offline web page that will allow me to create, open, edit, and/or save text and html files from my psps web browser to my psp's memory stick. I've been sort of inspired by the various windows portals i've seen but none of them have this function. the web page will be drawing on files from the psp so technically the psp is the server for it. i don't know how to code much. at best i can copy/paste and make simple tags in html. sum source code would be helpful. This little trick is for my own personal use really so i don't care what u do with the idea. I just think it would be one hell of a breakthrough if i could get a working word processor/html editor for my psp without having to hack it. The page would be a text area with an open and save as button and that's about it. I PLZ HALP!!! this would make me very happy
