You can with most phones. Just put a new SIM card in.
If it's a GSM. Meaning can you put a sim in it? Like AT&T has a sim and t-mobile has a sim.
yeah if you get it unlocked. you can do that at like little black-market technology stores. its like 20 bucks tops
