Am I eligible for a Verizon Wireless Upgrade?

Okay, back around October 8th 2006 MY sister and I got our own plan for Verizon wireless, we got our two new phones and we were told that we would be eligible for a Phone Upgrade in two years. So recently my sister's phone broke, I had bought a LG Voyager off Ebay a month before i was eligible for my upgrade. So i had a brand new phone when October 8th 2008 came around (two years after we got our phone, the time where we can get our new phone upgrade.) So I never used my phone upgrade but my sister went into the verizon wireless and upgraded her phone to the newer Env. So she used her upgrade and renewed our plan until 2011. So I never got my phone upgrade. So I signed onto my verizon account to do a phone upgrade because my Voyager went swimming in my bath tub and when I went to upgrade it, it was going to charge me the full retail price instead of the "Upgrade price." Here's my question: Should I still get my phone upgrade since i never used it, even though my sister got her upgrade? Should I be eligible for the "upgrade phone price"? Please let me know what you think? Thank You!!
