If I don't have a data plan, will apps I download use data if I use them while connected to a wifi network?

Planning to get an android phone, but not with a data plan. So if I download apps from my wifi home network and only use the apps when i'm connected to a wifi network, will it use up data? Also, are there some apps I can use while not connected to a wifi network that will still take up data? So for example, if I use the facebook/app widget while i'm not connected to wifi, will that take up data? What about games? I need to know because data is too expensive but I still want to be able to use apps while at home or school where I can connect to a network.
