What does unlocked and locked phone mean?

I plan on buying a cellphone off craigslist. The only problem here is that I don't really understand what a locked and unlocked phone is. From what I know, locked means it is locked to a provider. If it is locked to say, Rogers (my current plan is with Rogers), can I buy that phone locked to Rogers, put my simcard from my old phone into it, and use it? And same with unlocked, does it just mean I can just put in my simcard and use it? Thanks

Unlocked Phone means - A phone in which you can use any Sim card like - T-mobile, Verizon or At&t Locked Phone Means - A phone in which you can only use one carrier which was enabled

Yes you are right, as long as the phone is locked to Rogers, you will be fine and if it is unlocked you are okay too.
