i am using 3.1mbps reliance data card but am not getting good speed,many times 0 kbps only. any body suggest best data card?

Reliance's Speed depends on the area ur using, if ur in a rural area change the settings to 1X speed and if ur in 3G enabled are change to hybrid. It not only saves ur download limits but also gives a decent speed.

airtel 3g data stick can be a good option ... It offers 2 varients ..3.2mbps and 7.2mbps
