How to download Android apps without data plan?

So im gonna get an android powered phone tomorrow(lg optimus)... and im not getting the data plan from t mobile. so im getting only unlimited talk and text but no data plan service... i wanted to know if i could connect to the interenet using wi-fi instead of service without getting charged.. like if i would be charged if i used wi fi even though i dont have service plan... and can i download apps form the android store...with the wi fi without getting charged(free apps, not ones to buy)

Yeah you can use the wifi to download apps or you could download the cracked versions on your conputer and transfer then usb cable to your phone. Hope this helps
