Does Verizon Wireless require a Data plan for all Blackberrys?

I'm looking to buy one on eBay. I already did this once before when I had T-Mobile, and I was able to use it just fine without having to purchase a Data plan. However, most of the auctions for Verizon say that I need a Data plan for any Blackberry device that I buy, so I'm confused as to whether the phone will be able to activate or not if I buy it.
