Can 911 track down a stolen cell phone?

I don't think so. You can if you have T-Mobile. On the website, they allow you to see every phone call that you made. My mom's phone was stolen in September of last year. Then,one day this January, the phone # called me and it was some guy that had been using it. How he was charging it? I don't know but he realized that he called on of her contacts and hung up. She went online and saw that he had made calls to California and all these other places my mom doesn't call with her cell. Check your cell phone carriers website.
