Why wont itunes let me buy apps with my itunes card!?

I tried to buy an app and i have 25 bucks in my account and it keeps on taking me to the billing page and forces me to use a credit card. Can you only buy apps with a credit card?

because apps use a different billing process. Just use a credit card, buy the app with gift card money on your account, and it should work, albeit not showing the transaction on your gift card money until you buy a song.
