How can i get wifi on my ipod touch 4th generation?

i want to get wfi on my ipod touch 4g,and i just got it 2 days ago.when i tap wifi it says not connected and shows other networks and there all locked.how can i get my own wifi network,plus i have a cable box and a computer box right here,so doesn't that work?
