What digital camera has the features I am looking for?

I am looking for a camera with the following features....?

  • I want a really nice digital camera that it waterproof, takes very good still and action pictures, can pause in video, and can do the effect when you take a picture and you can choose to make only one color show up, and the effect which you can make parts of the picture a certain color ( make skin clue). please help! no price limit!
