What is the BEST digital camera between 100-150$?

i NEED a new camera and i want the best camera out there but i want it for a cheap price...between 100$ and 150$. i need it to capture video and have good quality pictures. (also i would also like for it to be a camera that a color...like pink or green) doesn't have to but that would be better

get a kodak camera from kodak.com, they even have some refurbished cameras for sale for cheap if you dont want to pay for a new one.
