How do you get a state ID Without A SSN or photo ID?

I'm trying to get a replacement card for my SSN. One was issued to me when I was born, however a parent had it with them when they left when I was a baby and I have no way of contacting them. Thing is, in order to get my SSN I need a form of Photo ID. To get a photo ID I need an SSN. It's like a snake eating it's own tail. I DO have a birth certificate, but in my state (AZ) I need either another form of ID with a photo on it or two other forms of non-photo ID, all of which require an SSN, to get a state ID. So how do I go about getting my identity with this conundrum on my hands?
