What is an affidavit attesting?

I live in North Carolina and trying to get my drivers license. I don't have proof of residency. I called and ask what I could do and they said I could sign an affidavit attesting for $2 more. I'm not 100% sure what that is. Can someone please give me more detail of what it is. Thank you.
