I am retired from Gujarat government in April,1987 & still waiting for my pension. what to do to wake up govt.?

Approach the media, that is currently the easiest and fastest way to get the government to take action in India. Print media is fine, but if you can get some one from the electronic media to take up your case, it would be great and if it's a national channel that much better. You actually have many legal recourses in your situation, but honestly none of them is as speedy or as effective in getting the attention of the government as creating a hype in the media. A little media fire under their seats would definitely wake up the administration. If directly approaching the media fails, try a fast unto death (please don't take it literally, I just mean sit down and protest and fast a little) before your local Collector office. That seems to be the current trend in our nation anyway and is guaranteed to grab the media's attention.

Go ask for explanation under RTI Act. It is the best weapon available in India so far. The officials must answer your query within 30 days time, otherwise they will be penalised. Apply in a white paper addressed as, The Public Information Officer, in the department where you are retired. Affix it with Rs. 10 Court fee Stamp, send it by Regd Post or hand over in person. They will answer, where your file is pending and what for.

use RTI as a tool and ask them the status of your case and who is responsible for the delay. the number of cases whose pension is still not being paid because of various reasons. RTI will help you get your pension
