  New York City was the baseline for the cities. However, the rankings were very subjective. Is ballet better than baseball? Is public transportation better than driving your own car? Is socialized medicine better than insurance? Is owning better than renting? In America, most people say "yes", in Europe most people say "no". It is just a cultural difference. I noticed that there were no rankings for taxes, for home ownership, for swimming pools and gun rights. Individual rights, affordable luxuries, and conspicuous consumption was most definitely off the rankings. There is no perfection in this world, and no "one size fits all" when it comes to individuals. America has different values on the whole than Europe.
