How can generation Y include people born at the beginning of the 80s and 90s?

• I wanted to know why the Y generation is considered to start around 1982 and span pass 1990 when they experienced different life experiences and cultural experiences. People born in the 80s experienced things like september 11th, 2001 while in either high school or college. During this time life and culture were different than those who were born in the 90s. People born in the 90s didnt reach their same age until last generation which wasnt but a few years ago, making them only children during the september 11th attacks. People born in the early to mid 80s experienced the coming of things like mtv. Does anyone agree that generations kinda seem as since generation X each decade would mark each generation due to so many life experiences differing for each generation. For example, people born in the 80s can remember how their life was before the internet was such a wide spread thing, people born in the 90s have always had this luxury and technology marking the difference in how them and the world around them communicated and were educated.
