How to write a date in time? Like "13/03/10"?

Lately I've been noticing more and more dates like "25/06/10" or "16/09/09". Well, I don't understand it: is it a new way to write a date, or do they write dates that way in other contries, such as Canada? Thanks!

Usually, the 13 would be the day, 03 would be month and 10 would be like 2010, the year.
