There aren't any virginity police. There's no one that tags girls after they have sex like a game warden's station tags dead animals. The only time such activity becomes illegal is when there is a huge age difference between the kids having sex. The drinking age in the US is 21. In Canada it is 19 where they speak English, and 18 in Frog Land.

To drink Alcohol you must be 21. To have sex legally you must be 18. You can when you're younger (I know many people that have) but if the other person is significantly older than you ,(say 17+) then it's considered rape.

The interesting thing about the United States is that there are state laws. There is no federal law regarding age of consent. Each state chooses its own age of consent. There is no federal law forcing states to make 21 the legal age to drink alcohol. There are however strong incentives to do so. States lose lots of economic support if the do not go along with what the federal government wants. But that is not the same as making a federal law. It only has a very similar result.
