Is my dad considered a U.S veteran?

I'm looking into this scholarship that provides money to "descendents of U.S veterans". My family is from Vietnam and my dad fought in the Vietnam War in the South Vietnamese Army (the good guys/anti-communists) who fought alongside with the U.S. So would I be eligible? Is my dad considered a U.S veteran?
