  It depends what war we talk about. In WWI Belgium, indeed, was the first nation to be attacked. The Russians invaded German a couple of days later. The first weeks of WWI in the west was a war between the Belgian Army and the German 'Heer'. By the time the British arrived they claim fame at the battle of Mons, (the Angels of Mons from the story 'The Bowmen'). But don't realize that Mons is almost pressed against France. The Irony is that Belgium one of the nations was that had nothing to do with anything, but saw the opening battles of WWI and the battle of France in WWII.
