Get a driver license in New York state if not US Citizen?

  Sounds like you will fine since you have a dplomatic visa. You should apply for your social security card though. It is my understanding that there is a way around that requirement by certifying something. If you qualify a social security card is a good idea regardless if you are going to be in the US that long. Why don't you call the Romanian Embassy in Washington DC? They have a ton of employees as does the Romanian Mission to the UN in New York. They have to drive so someone at the embassy could tell you what you need to know. I suppose a trip to motor vehicles might do the trick but I think I would call the embassy first. I live near DC so I see scads of diplomatic plates. NY has to have the same thing especially because of the UN and all of that.
