Anyone an expert on student loans/financial aid and legality?

I attend a community college. I have been to two Universities before the community college, and there, I never ran into the sort of trouble I am having with my financial aid, as I am at the community college. I understand they are not the same. That is the only thing the lady in my current schools Financial Aid office keeps telling me. She keeps beating around the bush and does not give a straight answer on my question. Outside of applying for financial aid with the school, in which I was awarded a Pell Grant that supplied the full cost of tuition, I also applied for a Student Loan. I did this because I needed it. I am a student. Everyone knows there are more costs to being a student then just tuition. That is why you apply for student loans when you need them, and trust me...I need them! Not only have I still not recieved any refunds from my grant nor my loan, but why am I asked to come into the school, sign my name on the back of a check, and leave it? That should never be asked of anyone, for anything, it is not how business is done. This is how I know that somewhere, something screwy is going on, and I am getting no where with the school. What I signed was my loan checks, and I have to sign and leave them because they are made out to me and to the school. My question is, why is the schools name on my check? I applied for an outside loan. I understand that the loan officials have to verify that I attend the school I am attending, but that should be the end of it. I was never asked if I wanted it written out to the school. The lady in the office at my school could only tell me, that they do this because they are a community college. They don't make as much money for funding as a University. Therefore, they have to make sure that they get thier cut, they can't absorb the costs when someone decides to just stop going to school. I understand that. That makes sense. I doubt though if a University could somehow not have to absorb any students costs and make sure they get their money, they would too. It doesn't make any sense. It seems to me they are somehow getting around the system and adding thier name onto it without anyone knowing. It also makes no sense to me, that I was awarded financial aid and the loan because I need it! I need it for school! I need it to live, so that I can go to school, which is part of it. I take an online lab class that I need to buy materials for, yet I can't. We are 8 weeks into the semester, and I still have not seen a penny of any of my refund money. I guess what I'm asking is, is there something illegal going on here?

I went to a big university and while I didn't have to sign a check made out to the school, they did receive my tuition directly first and anything left over was sent to me. I usually got my refund check weeks before the semester even started. I would ask for receipts of all checks and monies received. And, unfortunately, in these tough economic times, if the community college you are attending isn't financially stable, they could very well close and you will be fighting a never ending battle to get it back.
