Can mom take child out of country if fathers name isn't on birth certificate?

• My brother was there when his daughter was born, but on her birth certificate, under father, it says ***none named***. His ex gf wants to take his daughter to mexico with some friends, and he doesn't want his daughter to go (hence, teenage friends and a baby). Can the mom take 2 yr old daughter out of the country without fathers notarized permission, since he's not on the birth certificate? If he fills out and submits a paternity acknowledgement form, will the mom be able to take his daughter out of the country? And how long does the paternity acknowledgement form take to process
