How do i become an ordained minister NOT using the internet?

There are seminary schools you can attend but that is usually denominational. You probably need to contact an attorney to check the laws and to file whatever paperwork you need. You could go to the court to ask them how to do that. Why do you want to become an ordained minister? That should be something you can answer.
