Can the police give an on the spot fine to people who drive without a full driving licence?

Hi all, just wanted to know if the police can give on the spot fines to people caught driving who don't own a full driving licence or do they just give out something called a producer. I would appreciates anybody's advice. Thanks

Depends on where you live for starters. But at least in the U.S., they might issue tickets for things on the spot but don't collect any money themselves. But driving without a full driving license is usually more than just a monetary fine, too.
