Laws regarding students?

What laws are there protecting students from other students?

• if there is a student who has sexually, verbally, and physically harrassed students, disrupts class on a daily basis, and makes other students feel threatened on a daily basis, what laws are there to protect the other students? Said student, has also fired a semi-automatic BB rifle at other students, taken and distributed compromising photos of other students and bullied students for multiple reasons including their sexuality, weight, race and ethnicity. The adminitration refuses to do anything to protect the student body claiming that they "can't do anything until after something happens." Most students feel extremely unsafe around this individual and to add to his record, he was also taken in by the police for having a hit-list and making death threats to other students in years past. What laws are there protecting students? there must be laws in place to be proactive in preventing another tragedy such as columbine, which, sadly, many students are afraid might happen in our school.
