Whats the use of the AutoReg card received during vehicle registration in Lagos Nigeria?

You get an autoreg card each time you register a new vehicle in Nigeria but isit useful past that day u got it. If yes, whats the use, I had mine for many days and have being wondering whn to use it or how. Could it be true, what someone said the card was just a non relevant piece and it was sold as part of compensation scheme to one of the implementn agencies ?

It's all for money making. Just like having insurance. Very much know if you get into accident no one is coverin you. So it's all a tactic to tax/money making.
