Why can't the President bring back tariffs?

• Why can't the president tax foreign businesses that do business in the US tax free for several years? When American owned businesses get taxed as soon as their business is established. Why didn't the President put emphasis on the bailout money he gave to several corporations and banks? He didn't place any regulation on the money. Now I do understand that these companies need the money but they get helped repeatedly. Yet, the American citizens who establish businesses, or start new business, who may have mismanaged financially in small dollars maybe on a business endeavor for existing business, or on a personal basis for startups, are then placed into the BAD Credit category and ARE denied loans by these banks or denied credit by these corporations as if their financial mismanagement's are excusable and the American citizens who are the main reason they exist aren't given these chances. Why are the citizens of this United State beaten up on so, when a foreigner with no credit can waltz into the world were born in able to get a loan tax free, no credit, then collect our mighty dollar, use it and live comfortably in their countries, and Americans are struggling in jobs, homes, finance, business, etc.. What happened to the middle class? There is only the Rich and the Poor. On the TV Show 60 minutes the President mentioned about a Financial Regulatory Act, What exactly is that about? Why is the President giving China so much possession within our country, we've already given them access into our American debt, by allowing their merchandise to be sold in the US tax free. The President is acting as if his own people are incapable of creating jobs, and he has yet to rule in his own peoples favor. China isn't the answer to everything, and if they are then we should be pledging our allegiance to China not the United States, and all the Americans should change our nationality, besides foreigners get exceptionally more privileges and benefits in this USA.
