  If the present is not able to work because he is sick or has other problems, then he sends notice that the vice president is acting as president until the president is able to again. Example, if the president has to have surgery and be put under general anesthesia, then he would give notice in writing and the VP will act a s president until the president is able to do his job again. But they can't always do written notice, like when Reagan was shot.
