Who should I talk to or how can I get help?

I'm 17 and my brother has had bipolar disorder, a little suicidal, emo and other things..and since i was about 13 he has made my lfie hell (he is now 20), my parents have been focusing on him for years...I spent years having nightmares and endless stress over living with him because at that age it was scary...now I'm over it but he still lives with us and he is way better but now he is doing things to intentionally make my life hell and my parents'. They don't do much about it because they say he can't help it. My parents have left me home alone many times because they seem to always run away from their stress while leaving me alone with him; they've also been kind of neglecting me. I'm a senior this year and I've been preparing for college all by myself. My parents do not aid me with any money while they could. The past year or so has been even more stressful, many bad things have happened and im the first in my family to go to college and to even get good grades. while this year my grades are dropping a little and with my job and handling everything else and my worries of the future, I am getting super stressed. My friends and teachers have notice because I rarely can sleep or eat and I just feel either really depressed or sometimes angry when I know I'm not an angry person....teachers have told me to talk to a consuler but I don't know if therapist are expensive and im terrified of telling my parents because they blow my problems off and I don't have the money to pay for it myself... I don't want to cause anything bad to happen to my life while I'm so close to achieving my dream of getting away. I know I probably sound like a whiny teenager, but I really don't know what to do anymore...

Answer:
If you're still 17 you can still call the kids help phone, or some other form of help service line. They can recommend you ways to get help that are available to you. If I were you I would try and work up to moving out. If you have a room mate to share an apartment with it won't be too much to rent. But really, otherwise, look up a help phone service. They can give you options on help.

Talk to a school councilor, priest or minister. Some will not charge, or you can ask them to recommend free sources or sources that charge by a sliding scale according to income. Talk to your brother's doctor, perhaps your brother needs a higher dosage of his medication or a different medication.
You are NOT a whiny teenager. You have a valid problem and your parents are WRONG WRONG WRONG to leave you alone with such a dangerous man. Your parents could lose custody of you for being that neglectful! You are RIGHT RIGHT RIGHT to be angry with them, they are being abusive to you! Now that we have established that, you should tell the school counselor your problem and why you can't see a therapist. You have a RIGHT to be angry but living in anger is unhealthy. You must deal with your anger and understand that underneath that righteous anger is really a lot of deep pain. You'll need to confront your parents at some point with their treatment of you but you MUST BE in counseling before you can do that. This is IMPORTANT because the stress you are under WILL destroy your dreams if you don't face it head on. There are counseling places that go by income. Ask your school counselor how to go about that. They will help you get the help you need. And you need to pat yourself on the back and be PROUD of yourself. Not many teens can understand the predicament they are under and actually WANT to better their lives. The fact that you can see the problem and want counseling to help you shows how strong you really are. When there is a will, there is always a way. If things get really bad, call the police or call the agency that protects children from abusive parents/siblings. Perhaps that is the wake up call your parents will need to understand that they are not doing right by you! They are responsible for you since you are under aged. And your goals are good ones, don't let anyone, not even your parents, convince you otherwise. God bless you!
