How can i make this dress more formal looking?

This is actually a very good dress for the winter formal. Get some sparkly jewelry for your shoes (yes, they sell that stuff separately in many shoe stores, and if you are creative, you can even get something for your hair and your shoes at the hair place ... and carry a small bag with the same 'color' as the metal in the jewelry. Get a good shawl ... one with a bright color and some metallic threads to wrap around your shoulders (when you take it off, use a little 'mystery' and people will be looking at you to see if you 'follow through' in the 'well dressed' arena, and you can do this on very little money) and put your hair into a nice 'up' style ... carry a very small bag with just enough money to call home if necessary and some blush and lipstick and you'll be good to go.

Dress it up with SILVER, get a Silver shoulder wrap, Silver shoes, silver clutch bag, wear large silver necklace, bracelet, and earrings, it would look amazing!

I agree with a cute rhinestone or sash around the waist. A cute wrap with a rhinestone or stone clip. Cute flashy purse. Cuet acessories for your hair. A simple dress like this can be formaled up in so many ways. Let your creative juices run. Jewelry really dresses up a plain dress.

Get a classy cardigan to put over it. Nice silver or ivory pearl necklace, matching bracelet and earrings and fancy shoes, flats would work (should be a similar or complementary material) Carry a cute/nice bag with you and you're good to go.
