Infected blister on foot, help!?

So, i haven't worn flipflops all winter and decided to wear some the other day. they had the plastic straps and put a horrible blister on my foot, so i took them off and started walking in the rain now the blister is infected and its dark around it and like half of my foot is red. and it hurts when i walk and its almost red going up my leg in like a line. and theres little black/brown dots around it where its red. and it hurts so bad. I Can't get to a doctor this week cause im out of town. My moms a nurse and told me to soak it in warm water with epsom salt twice a day and put neosporin on it, then a bandaid when i have shoes on, and let it breathe the rest of the time. Will this help? what else can i do?
