How do I keep my acne from coming back?

I've been through just about every medication there is. I've tried the neutrogena solution, Cetaphil, just washing with water, proactive, and now X-out. I believed it was a result of user error so I stuck to a very strict regiment and used them exactly as directed on the bottles. They would work for about a week and then the acne comes back just like before. I got tired of using all three of the neutrogena steps since they didn't seem to be working anyway and decided to just use the cleanser. I wet my face and lather it on then rinse it off as quickley as possible. That seemed to work the best and for the longest amount of time. Then I got the X-out product, things were looking good and all my acne had cleared within about three days. Now I'm starting to breakout again and my skin feels very oily. I get the acne mainly on my temples and my chin. Also, I'm nineteen now and I would have thought I'd be past the whole acne thing by now. Could this just be a result of not taking in enough water?
