How can you tell the difference between a bladder infection and an UTI?

My girlfriend told me it burned when she would pee but isn't sure if she has an UTI or a bladder infection

UTI. Bladder infection usually has fever but little pain. UTM is very painful urination. She will need an antibiotic.

uti usually is discomfort..
Aren't they the same. It burns when you pee and you have to get anti biotics and drink TONS of cranberry juice
