How can I lower my running heart rate ?

I am a 42 year old male, 75kgs 5ft 10". My resting heart rate is about 80. Started running 2-3 times a week in the last year. When I start to jog, it gets upto the max "safe" limit of about 170bpm within the first 800meters and stays there forcing me to run really slow (My 10K time is 58 minutes). How should I train my heart to beat slower while running ? I do Yoga almost daily with breathing exercises, but it doesnt seem to help once I start running or swimming. Is interval training the answer ? Is there any specific program ?

Hello. your resting heart rate seems high. Athletes usually have resting rates of about 60 or lower. You should check with your physician before starting a new exercise regime. Seriously, go to a doctor to check this out.
