Are Dentist required by law to refund back to patients any over payments made by the patient? If so, when?

Last plan year I overpaid our dentist for services that were later covered by our insurance. I've verbally requested refund of the overpayment and was told that as long as we have other insurance claims outstanding (they are current claims) that they would not provide a refund. We make prompt payments for our portion of what is not covered by insurance and the issue is now that I have a flexible spending account, I need to use up the funds in that account for this plan year first.
