You can purchase Naruto items everywhere, just rip off the flashy bands that make it obvious that it's Naruto. When you have a complete outfit, you can go to multiple places (I saw one in Los Angeles, CA) where they sell weapons like throwing stars. To get an actual sword, though, not a cheap knock off, you'd have to go to Japan, and perform a sword ceremony with an actual smith who would then make you one over the course of...I actually don't know how long it takes. But yeah.

You can make outfits out of black t-shirts, or if you like you can just make a mask and wear black clothes :) Then, find a long straight stick, every good ninja needs a good stick... it's a fact of life.
