How can you find the phone number through the address?

I'm having a big problem with the guy(seller) from United Kingdom! I'm living in U.S and I'm lookinjg for the apple iphone and I sent the money to that guy becuz he told me that he will send the iphone for me when he got the money! I snet the money and now he is trying to make me pay for more iphone but I don't have anymore money so I just wanna money back but he said no! I have his address in United Kingdom so what should I do right now? and how can you find thhe phone number through the address? thank you so much!!!

Answer:
Ask for a crisscross directory at your library. I have done this myself. The addresses are listed by street name with numbers.
