Studying abroad means out of your home country. What you want to do is transfer. First of all, your parents need to agree and then grant gaurdianship to someone who is in district to that school, unless it is a boarding school. In that case, they just enroll you, pay, and off you go.

If your moving there with your legal guardians then your just transferring, it's not considered study abroad. Study abroad is pursing an educational opportunity that is not your own country. In plain simple English its anywhere outside of the US. I'd advise you to raise your grades study for SAT and get a scholarship to go to college in CALI. When you transfer from a different state they might cut some of your credits in half. You'd have to retake your state exams and its just too much of a hassle. If you want to go somewhere else then go to another school in your area, much easier. Trust me I transferred from NC to Brooklyn, which was quite a change.
