Do you think a group of ESL students can learn English in one year and pass the TOEFL exam?

I am working at a High School in Ecuador and they have a plan to prepare the Juniors for the TOEFL exam in one year. Students study English 18 hours a week and we will be using 3 books in one year. (Top Notch 1, 2, & 3). The students have received English classes before but there is a wide range of levels in each class. Some of them don´t even know how to ask Yes/No Questions. My question is, do you think it will be possible for the students to learn and pass the TOEFL exam by receiving 18 hours a week and using 3 books in one year? Why or why not? Pedagogically speaking, what do you think?
