Question about out-of state tuition?

I have a question about in state tuition?

• I'm currently 21 years old, I didn't go to college right after high school because I was here with a visa and tuition rates are very high for foreigners. I graduated in 2007 in a high school in Pennsylvania..I am now a permanent resident but moved to Chicago in 2010, will I be able to to to a university in Chicago and pay in state tuition? I have lived here for a year..and payed taxes. I am not familiar with anything please don't think I'm ignorant =/ I just want to know if I will still pay out of state tuition or can start paying in state tuition?
