How do I get my transcripts from a University while I have an outstanding balance on my student loan?

The school I'm trying to get my official transcripts from is University of Toronto, the engineering department. I'm trying to apply to schools here in the US as a transfer student and I need those transcripts. Is there a way I can get them? If not, where does that put me as far as my new school applications go?

Answer:
You will need to work out a payment arrangement with your old school or they will not release those transcripts. It is the only thing that schools have to make sure they get paid. Your new school will not accept you without the transcripts so you may need to borrow the money to get those transcripts.
