If a college does not offer ROTC, can i take ROTC classes at another college and attend the first college?

Say I wanted to attend Juilliard, but they don't offer ROTC, like most arts colleges. Can I take my ROTC courses at another college?

I know that sometimes (from what I saw for an AFROTC program) people that went to a local community college, could be in the program if it's close enough to the school that has it. It's been a while since I looked it up though. I figured out the military just isn't for me. Anyway, at the end of the day, if you want to do something in art, why join the military? Pick what you want. Because the military really doesn't have any use for the arts. It's a reality. They want people in science and math.
